据中新社电“2011中国城市竞争力排行榜”15日在香港发布。在综合竞争力排名上，香港、上海和北京蝉联城市综合竞争力排行前3位，重庆进入前10。在安全城市单项评比中，重庆名列第1。

今年适逢有关排行榜连续十届发布。研究机构表示，近年来，沪、京、津、渝等城市竞争力整体大幅攀升，正不断拉近与香港的差距。

在综合竞争力排名上，港、沪、京连续数届包揽前三名，今次深圳、广州紧随其后，台北、重庆亦进入前10，分列第9、第10位。

就成长竞争力而言，天津、重庆和深圳位列前3，可持续发展能力看好；沪、京分别为第5、6位；香港则由去年的第11位上升至第9位。

此次排名最大的“冷门”出现在安全城市单项评比中，多次摘得“状元”的香港首次跌出榜外，前3名依次是渝、津、京，深圳、澳门、台北也在前10之列。

中国城市竞争力研究会会长桂强芳指出，该会的研究报告评审标准是，安全城市的主要特征是当年无重特大安全事故，社会治安良好，投资环境优越，生产事故少发，消费品安全，及生态可持续发展。另外，安全城市要能为市民、企业、政府提供良好的信息网络环境和强有力的信息安全保障。

研究机构指出，按照规定，本年度发生重大安全事故、遇难者超过8人的城市因“一票否决制”不能列入评选，香港受刚发生的旺角花园街大火“拖累”而榜上无名。

据介绍，主办机构中国城市竞争力研究会、香港浸会大学当代中国研究所、世界城市合作组织中国委员会等，应用自主创立的GN评价指标体系，调查了包括港澳台地区在内的中国295个地级以上城市，根据经济、社会、环境、文化四大系统及多项指标，得出城市竞争力的综合评估
